About the role

Binance operates the world's largest digital asset exchange by trading volume and registered users, serving over 300 million people across 100+ countries. The platform is known for industry-leading security, transparent user fund handling, rapid trading execution, and comprehensive digital asset products spanning trading, finance, education, payments, institutional services, and Web3 capabilities. Binance is expanding its licensed payment business into Kazakhstan and the broader CIS region, and you'll join the Legal & Compliance team to support this growth from the ground up.

You'll handle the full scope of legal and regulatory work for Binance's payment operations in Kazakhstan. Your core responsibilities include shepherding the licensing process with the National Bank of Kazakhstan (NBK) and the Agency for Financial Supervision and Development (AFSA)—preparing application materials, conducting legal analysis, drafting internal documents, and responding to regulator inquiries. You'll monitor and interpret Kazakhstan's payments, e-money, currency regulation, AML/CFT, and personal data legislation, plus the AIFC/AFSA framework, then advise the business on implementation and regulatory impact. You'll prepare formal correspondence with authorities, participate in regulatory meetings, and support participation in the regulatory sandbox, including structuring pilot products and testing frameworks.

On the commercial side, you'll draft, review, and negotiate agreements covering partner bank relationships, client fund safeguarding, outsourcing arrangements, intragroup service deals, technology and vendor contracts, and client terms. You'll conduct legal review of new products, ensuring client documentation and disclosures meet consumer protection rules. You'll provide corporate law support for local entities—incorporation, constitutional documents, board and shareholder resolutions, governance documentation, and regulatory approvals for senior appointments. You'll also develop and maintain policies and procedures required by regulators, support compliance during inspections and audits, handle client complaint disputes, and coordinate external counsel. Throughout, you'll work closely with Binance's global legal, compliance, and payments teams to align local requirements with group standards.

To succeed, you need a law degree from a recognized university and at least 5 years of legal experience in financial services regulation—whether at a bank, payment organization, fintech, or law firm. Hands-on experience with NBK and AFSA licensing and regulatory engagement is essential. You must have strong knowledge of Kazakhstan's Law on Payments and Payment Systems, NBK regulations on payment organizations and e-money, currency regulation, AML/CFT, and personal data laws. You should be skilled at drafting and negotiating commercial agreements in banking, outsourcing, and technology contexts, with solid corporate law and governance experience in regulated financial entities. You can translate complex regulatory requirements into practical business solutions, work effectively with global cross-functional teams in a fast-moving environment, and excel at written communication. Fluent Russian and English are required; Kazakh is strongly preferred.

An LLM or equivalent postgraduate qualification, knowledge of AIFC/AFSA frameworks, and experience in crypto, digital assets, or e-money are all advantages.
