Chief Accountant, Payments (Kazakhstan)

Binance operates the world's largest digital asset exchange by trading volume and user base, serving over 300 million people across more than 100 countries. The company has built trust through industry-leading security practices, transparent fund management, and a comprehensive suite of offerings spanning trading, finance, education, Web3 services, and payments. Binance is now expanding its regulated presence in Kazakhstan and needs a Chief Accountant to establish a world-class finance and accounting operation for its new licensed payment business.

Starting October 2026, Kazakhstan will introduce a new regulatory framework for first-category payment organisations, with standards equivalent to banking institutions. You'll build and lead the finance function from the ground up to meet these stringent requirements from day one.

What you'll do

• Manage all bookkeeping and accounting activities in full compliance with IFRS and Kazakhstani law, preparing the operation for external audit readiness
• Oversee accurate accounting and reconciliation of segregated client funds, ensuring complete separation from company funds as mandated by regulators
• Calculate and report on prudential norms and capital adequacy requirements specific to payment organisations under Kazakhstani law
• Prepare and submit financial statements, tax filings, and statistical reports on schedule
• Coordinate group-level reporting and participate in consolidated audits with the international parent company
• Build and maintain a robust internal control framework that meets regulatory expectations
• Serve as the primary finance contact with the National Bank of Kazakhstan, external auditors, tax authorities, and correspondent banks
• Lead the local accounting team and coordinate with outsourced service providers and the group's central finance function

What you'll bring

• Bachelor's degree in accounting, finance, or economics, plus postgraduate qualification or professional certification (ACCA, CAP/CIPA, DipIFR)
• Minimum 10 years in finance and accounting roles with 5+ years as Chief Accountant or Deputy Chief Accountant at a fintech, payment services, bank, or microfinance institution
• Comprehensive IFRS and Kazakhstan accounting expertise, including international group reporting standards
• Deep knowledge of the Kazakhstan Tax Code covering corporate income tax, VAT, withholding taxes, and social contributions, with tax audit experience
• Detailed understanding of Kazakhstan's payments law and first-category payment organisation requirements, including fund segregation and prudential norm calculations
• Proven experience with Big Four audit firms on annual and quarterly audits
• Strong NetSuite (Oracle) proficiency including general ledger, bookkeeping, and reporting modules
• Advanced Excel skills including pivot tables, complex formulas, and large dataset manipulation
• Fluent Russian for statutory documentation and reporting; intermediate English or higher for international group communications
