About the role
Binance operates the world's largest cryptocurrency exchange by trading volume, serving over 300 million users across more than 100 countries. The company has built a comprehensive blockchain ecosystem spanning trading, finance, education, payments, institutional services, and Web3 products. Binance is now expanding its licensed payment business into Kazakhstan and the broader CIS region, and needs an experienced Risk Manager to establish and operate a robust, regulator-ready risk management function from the ground up.
You'll report to Operations, Strategy & Project Management and own the design and implementation of the complete risk management framework for the local payment business. This means building policies, procedures, and a three-lines-of-defence model that meets NBK and AFSA requirements immediately. You'll develop the risk appetite statement and key risk indicators, then monitor them continuously across operational, liquidity, currency, counterparty, fraud, outsourcing, information security, and compliance domains. You'll maintain the risk register, assess new products and services for risk exposure, and conduct stress testing and scenario analysis to support capital and liquidity planning.
Your responsibilities also include monitoring compliance with prudential norms and capital adequacy rules, evaluating counterparty risk for partner banks, managing the operational incident database with root-cause analysis, and overseeing business continuity arrangements. You'll prepare risk reports for the Board and regulatory bodies, support inspections and audits, and work across global teams to align local practices with Binance standards.
You bring 5+ years of risk management experience in a bank, payment organisation, fintech, or regulated financial institution. You have strong knowledge of NBK requirements and international standards like Basel principles, COSO, and ISO 31000. You've built or developed risk management functions before, including policies and risk appetite frameworks. You're hands-on with operational, liquidity, currency, and counterparty risk, skilled at limit-setting and monitoring. Advanced Excel is essential; SQL or Python is valuable. You're analytical, independent, and comfortable collaborating with cross-functional teams in a fast environment.
A degree in finance, economics, mathematics, or related field is required; FRM, PRM, or CFA certification strengthens your application. Knowledge of AIFC/AFSA frameworks and experience in crypto or digital assets are strong advantages. You must be fluent in Russian and English, with Kazakh strongly preferred.
